NGO Security Scenario #13

You are working as a security officer in Beirut, Lebanon. Tensions with Israel are on the rise again; although there have been no military actions. You wake up in your apartment one morning to the sounds of jets flying low overhead. Press the play button to see and hear what happens next.

What would you do? What sources would you consult to get additional information? The land line and mobile/cell phone networks appear to be out. How do you communicate with the country office? Share your thoughts by clicking on COMMENTS below.

Since i believe the tension has being building for some time, i wouldnt be so surprised with the events and so i will try to get the office on our radio network to check on the status.(let me add here that due to the tension, we would have radio operators on 24 hours shift and all key members of staff would be asked to have their VHF radios fully charged and kept on and on emergency channel). I would then phone the Country Director on the Satellite Phone to check on him and inform him that he can get in touch with me on the satellite phone because i believe someone will be monitoring our radio frequency to get information due to the kind of work that we do.I will radio the office just to check the situation and inform the radio operator that should he want to speak with me or the director, he must use the satellite phone.

I will then get down to getting some information and my sources would like CNN, BBC, Local radios and televersion stations, regional televisions. I would also contact my contacts with the UNDSS and other aid agencies Security Officers. I would also try my contacts within the Police, Army etc. Local Politicians, Businessmen and Security Consultants.

WHAT INFORMATION AM I LOOKING FOR

1. WHAT IS GOING ON
2. HOW BAD IS THE SITUATION
3. WHOSE JETS ARE FLYING LOW
4. I SEE SMOKE, WHICH AREAS ARE BEING HIT
5. ARE THE AIRPORTS OPERATING
6. WHICH ROADS ARE OPEN (IN CASE WE HAVE TO EVACUATE)
7. DO WE HAVE PEOPLE ON THE ROADS AND WHICH DIRECTION ARE THEY HEADING

These would be some of my immediate questions though not in that order. I would also inform the Country Director on what i have learnt so that he is well informed.

I think Pemba pretty much has it right. The only thing I would add is I'd have the radio room conduct an 'all call signs' status check to ensure that staff were OK and their comms were working properly.
